Cyclocross - Zac 19 rims - pinch flats with road tires?

My friend has these Zac 19 rims - I guess they're cross rims. She was having issues with her old tire giving her flats as soon as she stuck it on (and a lot of difficulty putting it on). I thought it was just an old, messed up bead, so I put on a basic Michelin Dynamic 700 x 25c road tire, but the flats are happening still as I try to get it on.
Do I just need to bump up the width of the tire? Like go 700 x 28 or 30 or something?

It sounds more likely to be a rim tape issue to me.
A quick Google search suggests that the '19' in the name refers to the interior width, which would make 700x25 a little too narrow by the kind of conservative charts tire makers produce, but it's definitely not far enough out of scope to cause immediate failure upon mounting the tire.

I replaced the rim tape along with the tire and it still happened... but I used the weird stretchy Specialized rim tape, which I've never used before. Normally I use Fonde de Jante but for some reason in Quebec the two shops I went to both only had the Specialized.

What kind of flats? The type of rim shouldn't be a problem as long as the rim tape is good, the tire is installed and inflated properly.
There could be a spur along the inside of the sidewall somewhere. Try running a cotton ball along both sides.
