I am starting to have some elbow pain while and hand numbness while riding. What can I do to help this out?

no aero bars.
If the numbness on your pinky and back of hand only? If so you have be compressing the ulnar nerve and that can feel like elbow pain also.
Bend your elbows when you ride ... don't lock them.

Besides the excellent advice above, make sure that your saddle is not too far fowards. Often riders will move the saddle forwards because the reach to the bars is too long. But doing so puts more weight on the hands, not less. To reduce the reach you need a shorter stem or bars with less reach.

I've been having similar discomfort and wonder if better gloves or gel tape will also help.
Along with the other suggestions, consider raising, or shortening (or both) the stem.
Stronger arms may also help.
