Does anyone know of any in-line brake levers that will fit a 25.4mm drop bar? Looking to add them to a bike but most I see are 26/31.8mm. Will 26mm ones work?

Coke can shim ought to work fine. It's not weight-bearing so it doesn't need to be perfect.

26 - 25.4 = 0.6mm, half that is how thick a shim you need... 0.3mm..
though if you place the levers off the center sleeve , then you shim
for the rest of the bar tube OD.. perhaps more like a mm+

I have some tektro ones that I was using on my porteur bars. They fit perfectly with no shim. They are next to new PM me if interested. The are the RL720 in silver..next to new.

I have a pair of Origin8 ProSport levers that came with 3 different sets of shims to fit from 31.8 (no shims) down to 25.4

I fit my Empella top mount levers , just off the center sleeve of my Nitto Bars ,
that is 23.8, there, pretty common for the tube that forms the road bar .
15/16" whether the center is 1" or 26mm. or the oversize stuff..

So I've run into a little snag. The bike I want to install these on is an early 1980s Motobecane Super Mirage (not sure exactly what year, before 1984 but it has downtube shifters (not the ones up on the stem). So it has brake levers where the cable comes out the top. Is it possible to install cross levers on these?

Is it possible to install cross levers on these?Technically yes but ugly cable routing. You can get a pair of Tektro levers for $20 to $25, or ask your LBS if they have a spare pair of "aero" levers sitting around.
