What are you trying to accomplish? Could what you are planning be done some other way? Could rivet nuts or clamp-ons be used? The heat from brazing will damage your paintwork, assuming that your frame is already painted. Just trying to suggest alternatives.

I'm resolved to have the frame powder-coated after; second water bottle boss, rear rack mounts on the stays, maybe shifter lever bosses. I'm looking for a word-of-mouth recommendation for somebody in the area, doing good work at a reasonable price. Price seems vary widely per braze on.

I'm assuming you want the work, not to just buy the bits.
Proteus Bicycle in College park, had a framebuilder onsite for many years. Don't know if they still do, but it's a place to start. The other possibility is to check the exhibitor list from the last NAHBS (http://2012.handmadebicycleshow.com/) Handbuilt bike show for a builder in the DC area.
If you can't find anyone, you might contact Yellow Jersey in Madison, WI who does lots of this kind of work at very blue collar prices.

You can try Bishop in Baltimore area. I think I saw a painter in Fredrick area but I am not sure. Also spectrum in Allentown area does a wide range of repairs and addons.

It's a 86' Panasonic DX-2000, 66cm. I rebuilt it last fall and did some winter riding to see if I would stick with it, and now that I'm in I'm considering just how much I want to do to it for a 80mi/week commute. There are clamps and zip ties, but I'm looking for something beyond utilitarian. Maybe this is the wrong bike for that kind of attention.
I've visited Proteus, they don't have a frame builder anymore, but they recommend Belinky in PA - bit of trek for braze ons, but they offer really fair rates, with a drive like that I'd be tempted to get measured for a custom, but that's a bit much right now. (I'm 6'7")

I'm in the same area and I need some braze-ons as well as a brake bridge; maybe I'll try Bilenky.

There are a number of builders in the Philadelphia area which is becoming a regional hotbed of framebuilding.
Besides Bilenky, there's also Engin Cycles, which is part of Wissahickon bike shop, and Simon who left Bilenky a year or so ago to start his own operation and might be a bit hungrier (I can't come up with the name of his brand offhand). There are a few others in the general area, and you can track them down by checking the exhibitor list of the 2011 Phila Bike Expo (http://phillybikeexpo.com/2011_Exhibitors.html).
This makes Phila a good place to go and comparison shop for quotes for this kind of work.
