Well i like building and already have a list of parts of it way.
What parts do you have?
Most mid level track bikes are not availible as frames only, so it is going to be hard to find much of anything worth getting. The Pake frame is really long, and has a pretty low BB, so not that great for track racing. The dolan is okay, maybe one of your very very few options.

I perrty much have all the parts just missing wheelset and aero bars.
I know its an exta $150, but really the best thing I can think of in your situation would be the Giant Omnium. Its a really really well built bike that will be everything you need for a long time.

I checked out the frame that's what I'll get then. I ride Road bikes with a Top tube length of 535. should i go with the same size for track frame also?

You keep mentioning that you want it to TT. What do you mean by that? Are you only going to race in persuits and time trials, or are your just going to focus on that while also doing mass start races?

Going to do Time trails with it mainly. But i well be taking it to the track and take introduction classes. I only done Road racing out here in NY. I have a lot of parts so i can always swap out the handlebars.

Fuji track framesets are usually on ebay for 400 or a little less. That is another option

A track bike and a TT bike are rarely interchangable, unless you want to ride the tt's fixed or single speed. The Santa Cruz Roadster is a very rare breed, and even then, you have to change the dropouts. Your only other option is to buy a tt bike with horizontal dropouts and then accept that you only have a very short range of gears you can use.
First post he mentions fixed gear TT bike. Common in the UK, no so much elsewhere...

I just want to ride the Time trial's Fixed Gear. I don't want to buy another gear bike already have a road bike for road racing. I know i can convert my road bike to a TT bike when needed. But i just want to do it fixed gear and I like that I can also take to kissena velodrome and race the crap out of it. Sounds good Pista86. But do confirm the organisation that runs your road ITT's allow fixed. Here in Australia all racing is under UCI rules so we must have front and back brakes, which would rule out undrilled track frames.

Yes I did some research A least a front brake require I sent a few emails out just wating on confirmation.
What are your ultimate goals with racing?

well my goals for this year is to drop 25lbs and gain racing experience.this is my First year racing (CAT5) I done 3 Road Race 1 crit placed in top 30 out of 50 for the first 3 DNF on the last event was sick.
I also want to try track racing more interested in pursuit I'm a Big guy 5'8 200lbs I do pretty good when it comes to racing in the flats I got the power and endurance to power my way upfront and stay there. Until I hit the climbs that's when the mountain goat drop me :(.
How does time trialing fit with your plans?

The racing series I'm doing has one time trail. and like I said in my Previous post I'm interested in track Time trialing. this is a hobby for me I do it for Fun I like the pain and the competitiveness of cycling. that's why I want to keep things in budget.
