What is the best thing to use to attach bicycles to a drop on rack for travel?

I use bungy cords to keep the bike(s) from swaying and I use a 6' aircraft cable with an eye at each end and a lock to wrap throught the frame and wheels and then around the rack to resist casual theft. A hitch rack like you show can be locked to the hitch with a locking drawbar pin.
