BMX - problem with neighbors bike..

my neighbor who is 7 has a cheap mongoose outerlimit. but since he's only 7 its just fine for him. but there is a problem. sometimes the handlebars will be straight and the fork and wheel will be off to the side. so instead of the handlebars and fork working as one, the handlebars can be moved around while the fork stays in place.
any suggestions? (i think something just needs to be tightened but i'm not sure)
the 2 bolts shown need to be tightened.

the outerlimit has a 1 inch fork theres a screw on top of the neck that you tighten
