I finally finished my bike. Took quite a while with the frame constantly being delayed. Didn't take too long. Only problems I ran into were the chain, and the front brakes back bolt being too short.

welcome to track geometry. although, if you can fit a slightly smaller clip, you might be able to eliminate it.
Toe overlap only really coming into effect at slower speeds.

Toe overlap is not a problem because riding and cornering at normal speed the front wheel never turns far enough for the toe to hit the front wheel. The only time it becomes an issue is when turning sharply at a very slow speed; doing a U-turn on a very narrow road for example.
Fix your saddle.

Saddle and go clipless, then your actual toe will overlap increasing the interesting points earned.

I find it hard to believe that any 83cm bike would have toe overlap. I'd quit.

Hairnet has toe overlap. No frame is going to take care of that.

Isn't Hairnet like 8'6" or something? He probably can't take a full stride, sans bike, without toe overlap.

Measure how much your wheel has to turn for your toe to hit the tire. Now accelerate your bike to 15mph and try to turn the wheel that far.

i put on my clips and when i turn i get toe overlap, so the clip hits the front wheel when it's horizontal. The wheel really doesn't have to turn too much before it hits. If i'm riding slow i can watch out for it, but if i'm riding fast i don't want them to hit and me take a flip. Should i try shorter clips? I've heard of mks's mini clips.

My kilo has massive toe overlap, even with clipless. I'm not worried. If you're going faster than 15mph, and you're wheel is turned enough to overlap, you're gonna flip for a different reason than your toes.
Well, you have yourself a fine straight line bike there. You'll have to brake hard and align the pedals for turns and then accelerate hard to get back up to speed. A bike built for longer distance runs.

How much overlap? I touch the front tire on tight maneuvers but, you know.... meh.
