I am looking at buying a used canondale tandem that has a cracked frame (seat stay). I have a steel tandem frame that I am going to use the parts to build but is it possible to repair the cannondale frame? Any recomendations on a shop to do the frame repair work in PA?

Not sure you are going to have any luck with that locally. Is it cracked at the top or somewhere else?

Since it's Cannondale, does that mean it's aluminum?

It is aluminum and it is cracked perpendicular to the tube length. Close to the seat tube junction. Like I said I am buying for parts but it is a shame for the frame to be tossed due to this crack.

my thought is that it's not economic. There are a few people that repair aluminum, but it might not be worth the shipping
