I've had these Mavic rims for about a month or so. They appeared to be never used when I got them. The front one is laced on a "Diabolo" hub. The rear does not have signs of branding. Here are some pictures on how they are today. I plan to get a new wheel set for a modern 10 speed drivetrain.

If your wheels match (same label on Ft. as on R.) they're a solid set of wheels, built by WheelSmith in Palo Alto, CA.
The hubs are probably Maillard (French made)... good old school quality. Wheelsmith never skimped on components.
Mavic MA-40's were (and are) classic, durable rims, and for years were the standard for box section rims.

With the FW R. hub they would make a good set of SS wheels for a cheap town bike.

They are a matching set. The skewers are not original though... they are Specialized skewers. I didn't know about the Wheelsmith until you pointed that out. Given that they are a solid pair of wheels, about how much or what can I get out of these?

I would say great riders not much sale value. Great wheels though they need to be put on a whole bike and used to get value.

If that's the case, I'll find a spot for them for a future beater or whatever I make. They seem pretty solid to me... only gripe is the rear wheel gets out of true occasionally. Maybe that's because I trued it myself and the tension is incorrect?

If you get around to selling these, I have a friend that needs them for a build.

Just the rims though.
