Yes, one can. United will sell you a box even if you are not flying with them. I think Delta will as well.

In september of 2010 I was not able to as some of the airline service counters open and close at will, depending on what flights are coming and going (the plastic wrap counter also refused to wrap the bike) It would be wise to call ahead if possible to double check so you do not get caught out and can make alternative arrangements if need be. I ended up stuffing my bikes into large plastic bike bags I carried just in case, Emirates accepted them in the bags and they made it to Dubai OK where I was able to get some (small) bike boxes to get me home.
