Have long body, short legs (not too good for cycling :-) No rise info is ever published that I can find.
Have performance ultra and LG performance.... in xl wihs they were about 1 inch taller in waist. someone said Pearl I attack had a long rise....but unknown if they had the body or were just passing on info. Guess could go xxl and hope for a longer rise.

Yes get some bibs. Since you're familiar with Performance Ultra - get a set of Ultra (probably called Ultra II) bibs. They and the Performance Elite bibs have turned out to be my favorites, even compared to some that cost 2X as much.
If you don't like them, send them back - no questions asked return policy as you know. I've tried several shorts and bibs and not only will I only buy bibs in the future, the Performance house brands are the benchmark for me now. Maybe not the absolute best in terms of fit, finish, longevity, etc. But I'm on my 4th season for these, and they sho no sign of giving up at all (maybe a little wear and tear, but nothing serious). They're very comfortable (for me) and the price is very good, especially if you use a discount coupon or catch them on sale. Again, like I said, easy to return too.
In that spirit (easy to try and return), you might do what I did - I ordered ~5-6 different brands of bibs and sizes (I'm sometimes M, sometimes L) from Performance when I first decided to go Bibs. I kept the couple of pair I liked the best and returned the rest. Return postage was very cheap, on the magnitude of ~$5-10 for the bunch.
Once you go to bibs, you'll probably never go back to shorts, especially if you're looking for something that stays up high enough. Bibs also stay in place in the crotch and chamois areas better too in my experience.

Yes, bibs would solve this problem. However, they obviously cost more. I still like a good pair of quality shorts, but am to long in the torso. I've had luck with Sugoi & Pearl. I found that others (Mavic for example) are very short-waisted.

I just bought a pair of REI cycling shorts off of ebay that come up fairly high on the waist. Much higher than my Pearl Izumi's.
