Basically the same thing. A rim that is 23mm wide as opposed to the standard 19mm wide. Who rides either of those rims and what do you think? I read enough information on rolling resistance to change my rear tire out from a 23 to a 28, but I'm not totally convinced the awesomeness of a wider rim is worth rebuilding my wheels.
Whoever has either of these, convince me one way or the other

I have A23's. I like them, but don't have a whole lot to compare them to. I'm not super sensitive to changes in ride quality, but my Kagero rides very nicely with 25C Gator Hardshells on it.

25c Pasela TG on a 20h A23 (matching rear soon). Built with Sapim Lasers to a Reynolds branded DT Swiss 240s. ~1400 miles so far, and it's needed one true since being built. Pretty good ride quality. Kind of flexy in the drilling I chose, but I can handle it. I want to move down to 23c's next time, though, 'cuz 25c's end up being huge on a 23mm wide rim.
I have 32h A23's with 25mm Panaracer RiBMos on them. FWIW, the A23's have been awesome.

Yes. It depends on the tire though. A lot of tires run small.
I have both A23s and H+Son TB14s. When using a proper 23c tire, I can definitely notice a difference in how my bike rides and handles, especially when cornering.

Well, I've had my tires much longer than I've had these rims. Since they have a lot of life left, I don't see a need to waste money at the moment.

I have a 28c tire in the rear right now. I suppose I would need to check for fit on my frame since it'd be wider, but in general wouldn't wide rims still improve the ride on a wide tire since there'd be less light bulb effect? The front has a 23c tire, but the rear one is basically new still and I'd hate to lose money selling it

32h A23's laced to White Industries road hubs on my cx race bike. They make a 32c cross tire HUGE. They ride really well. They have been super durable and reliable. I'd recommend them.

Not really.
Not sure what the "light-bulb effect" is, but wider rims will spread out a tire regardless of the tire width. A 2.1" mtb tire mounted to a narrow mtb rim will have a narrower, taller profile than the same tire mounted to a wide mtb rim. On a mtb or cx bike, this allows you to run lower pressure without the tire wanting to roll over when you corner on it aggressively, and this in turn, improved the ride quality. The same tires ride better on A23s than they did on Open Pros. My mtbs all have wide rims, around 25+mm.
i just picked up a set of 24/28 boyd vitesse for a geared roadie...
they use a (rumored) kinlin 28mm (deep) x 23mm (wide) rim that is not widely available yet (bike hub store calls them the c472w). i run vittoria 25mm tires on them, which measure 27mm actual. they replaced a set of 20/24 edge 65s.
i have all of 50mi on them at this point (got 'em just a couple days ago), but i can say that initial impressions confirm all the superlatives that you've read (and i've been riding/racing for a couple decades). seriously. they are every bit as stiff as the 65mm carbon rims, and the comfort/grip is off the charts...and this is on the same frame & tires.

So then Scrod, if I enjoy the ride and feel of a nicely inflated 28 tire on a standard 19mm wide rim, would you say a 23 tire on a wide rim will give the same-ish cush and comfy feel, while also handling better? Like you'd absolutely recommend a 23 tire of the wide rims as opposed to anything else?

As FKMTB07 said, it will improve your ride slightly - people have been using big tires on Sun CR18s for years - but won't give you the same feeling as if you were using a narrow tire.

I have two wheelsets using A23 rims. I had used Mavic Open pro for several years with great results. However, the A23 is a better rim. I have had zero issues and the ride quality and handling is better.

Last question then. Anyone wanna be a champ and measure how much wider their whatever sized tire is on their wide rim. A 23 tire will instead be 24? a 25 tire will instead be 27? What kind of expansion am I looking at so I know if my current tire will fit or if I need to calculate the cost of a new one in to the equation too

It really depends on the tire. A proper 23 should be 23.
