Found her rotting outside a few months back. Looked like it was abandoned but I wasn't sure. Saw it today with no lock and the tire valves scavenged. I knew then it was safe. Got it home, checked it over. Apart from a few months of exposure its in great shape. The chain guard was a little dinged in which made it unridable, but that was an easy fix with pliers. The tires needed new valves and the whole thing needed oil and wd40. Even the electronic sound generator at the front works. For the total of $17 (including some training wheels) I have a totally ridable kids bike. :) Today was a good day.
