I found this link through craigslist.

I am wondering if it is a decent bike to ride locally, short distances to and from work perhaps.

Are they made well? Do they use decent parts?

Riser bars can be had cheap at pretty much any bike shop/online store. Buy a bike from BD in your price range and swap the bars if you don't want drop bars.

I don't know what size clamp you have, but there are a couple options here: http://www.retro-gression.com/category/components-handlebars-stems

I'll let someone else explain why some of the BD bikes are better than Aerofixwhatever. I'm on the way out the door.

every single part is a little bit better, thus making the bike a little bit better. often your repairs to a cheap bike will double what you would have spent on a better and (yes) more expensive bike in the first place. that's why I only buy $25,000 bikes now, they have to be better right?

I have a 2010 Specialized Langster aluminum.

It looks like it's 31.8. The retrogression risers should work fine.

So are you looking for new bars for your bike or a whole new bike?
I recommend a Moto Track or Windsor The Hour to compare to the tanks you linked to.
If you get either of those get a 25.4 bar - http://www.ebay.com/sch/i.html?_sacat=0&_nkw=riser+bars+25.4 You'll probably need to cut it down with a pipe cutter or hacksaw and add some grips (oury).

Which of their risers should I get? What are the differences in them?

Also, I am going to need new brake levers. Can anyone recommend me some small, sleek ones?

Nobody makes a straighter brake lever? I want them to be perpendicular to the bars if thats possible.

Perpendicular huh?
Although that doesn't make any sense, The levers are curved to give you adequate room to pull the lever, as well as make them comfortable.
