Cyclocross - What tires fit on 700 wheels?

OK I'm starting to see something other than "700" tires for "700" rims. Where does "28x1.35" tires fit on all of this? On "28" rims?
And I guess my question is also, what tires fit on 700 x 18mm (inside) rims?

Any and all help is most appreciated. Even just a link would be most helpful.

the 622mm number is more relevant, It's the bead seat diameter.
ETRO was formed to create an agreement between rim and tire makers,
so as to make mutually compatible fitting products.

there, in the French scheme, is an A,B & C in 600, 650 , 700.. 9 sizes..

sew-up tires, to be glued to their rims, are often labeled as 28".

A 700c clincher rim and a 28" sew-up wheel-rim are a generally similar size
for swapping between training and race wheels ,
tough some brake pad adjustment may still be needed.

You could use any size from 700x25 to 700x40. Your frameset might limit you to smaller sizes. What bike do you have?

I don't have a frame or fork yet to build up on. I'm going to want to stay with something that would be road worthy in the beginning. So something around the 25mm mark to start with.

I'm slowly piecing my bike together. I'm currently leaning towards the Nashbar setup. I have my wheels already.

BTW, I haven't seen anything with a size of "28x1.35" in the links provided. It was most helpful in making sure I'm dealing with the right sizes. I asked the guy that has these tires if he could provide the numbers that are on the tires. I think there will be something other than "28x1.35".

You're over thinking it.

Just get a 700 x ##c tire.
