take off your old forks, take the parts that are on the old forks off, put parts on new forks, put new forks on frame....

what frame is it going on?

you might be better off going to the bike shop and letting them do it.

maybe he had threaded forks and needs a new stem.

take off your old fork, if it isn't a threaded fork then you just need to take the round peice (the fork race) on the bottom of the steerer tube off the old one... (use a hammer and chisel or somthing) and get it on the new fork. You also need to install the star nut in the steerer tube. some forks come with the nut welded in already. if u didn't understand a word of that, take it to a bike shop save your self the time and effort. if you really want to try it ur self just say so, and i can tell you all the details.
