Can i change Shimano Tourney ST-EF40 7 speed shifter with a shimano ST-EF50-7 speed.

Almost all matching speed components by shimano are interchangeable, so I'll say yes.
should the brake cable's be the same too ?

If ones a flat bar lever and the other is a drop bar lever, can't google those model numbers ATM, no. You'll need new inner cables. you'll probably need to trim the housing of you're going from drop to flat and replace with longer housing if you're going flat to drop.

They're both mtb style integrated lever/shifter combos.
OP as long as you mount the new one right where the old one was for where the cable/housing goes in.. I can't see why you would need to redo everything else.

FWIW I also use those shifters great great great grand pappies, Shimano Exage LX 300 rapidfire integrated units.. love em. they're also 3x7.
