does the baking involved in powder coating affect the brazing in the lugs? anyone had a lugged steel frame powder coated?

No, the powder coating won't affect the brazing, but word from the pro frame builders is it covers a lot of the shoreline of the lugs and doesn't look nearly as nice as wet paint.

...t covers a lot of the shoreline of the lugs and doesn't look nearly as nice as wet paint.

Yup. Lug details will be lost and not as distinctive. A shame to lose the shoreline because you can't do any fine brush paint lines if you wanted that on your lugs.
