Long time lurker, searched for answers (seemingly everywhere) to no avail, maybe someone here can help me out.
To get to the point: How on earth does an entity like the USADA have the power to strip titles given by a completely separate entity. I'm asking here because the finest example being "in the news" as of late; Armstrong vs USADA. I can understand how they can ban him from competition by means of licensing availability or whatnot. What I do not understand is how they (USADA) can nullify titles given by a separate body that governs the competition (UCI).
The only way I can make sense of this in my head is if the UCI made an agreement with organizations such as the USADA to do the drug testing for them, but then would it not still be up to the UCI to be actually stripping the titles (at best by suggestion by the USADA). To me it seems akin to...well, honestly I can't for the life of me think of a similar example.
