Pacific Northwest - Which Old Cascades Highway (along Hwy 2) OK for skinny tires?

I'm riding from Wenatchee to the Seattle area soon along the Stevens Pass highway (Hwy 2), and wonder which of the 3 sections of the Old Cascades Highway are suitable for skinny tires. Anybody have recommendations?

The section from the summit down to Scenic (which takes you past Wellington / Tye) is gravel at least as far down as Wellington.

The section from just west of Scenic (at the interpretive site for the Iron Goat trail there), past the lower Iron Goat trailhead, is paved. Not really wide, but really pleasant.
