Obviously I can't figure it out myself. Spotted them on a Japanese website that was selling the light in the image. The levers look like cross levers, so I'm asking the cyclocross community. Thanks for the help!
Here's the website, if it might be useful: http://item.rakuten.co.jp/hakusen/1485501/

Its the Knog light they selling..
lots of Cross,Top mount, brake levers out of the Taiwan companies, several brand names,
usually importer make up their name, the manufacturer applies it.
some open with the hinged clamp. It's one of those..
I guess that makes sense, what with the lack of branding, but I would say that they look higher quality and less "cheapo taiwanese" than really all other brakes that are this style, except perhaps for Paul. Am I crazy? No plastic, nice finish, good amount of chunkiness...

You could try to email someone at the website. It looks like those images were probably taken in-house at their shop.

What plastic are you whining about, the knob on the housing
cable adjuster in the brake line?
Taiwan is where the manufacturers went because the top .001%,
which can afford anything don't buy enough stuff.
so the companys went where they can lower costs
to sell to the people that are left without that big wallet.
at a price they can afford ..
Am I crazy ?
maybe a poll can be started on that , too.. :roflmao2:

The OP is happy about lack of plastic in the levers pictured.

then remove the barrel adjuster, it unscrews, then a stepped ferrule will do.
Now even paul has put the barrel adjuster in his current ones
I have an Older Pauls top mount brake no barrel adjuster
will sell , $100 [+ shipping] never used them.
works with any drop bar lever, even V brake types ..

Ummm, he likes these because they seem less "plasticy" than other levers, this is why he want's to know the make.
He hasn't expressed interest in removing the one visible plastic bit, but...

FWIW the no plastics Paul's switchable pivot pin Cross levers ,
are also simplified in the way they grip the bar sleeve, so
require a bare handlebar build up.
I think Google translate works with Japanese standard
keystroke characters .
to go to the source, if 4N cares enough.. to ask.
