I have a custom steel bike with enough clearance in the fork and seat stays/rear triange for wide tires, however, my current setup is SRAM Rival brakes. Can they be adjusted to accomodate a 28 mm tire just by opening up a little? Otherwise are there other options to rig up other brakes?

They have to be adjusted to accomodate your rim. The quick-release is what accomodates your tyre.

If you're referring to caliper clearance rather than pad clearance, no dice. Unless maybe larger pads would open them up enough...

If the tyre has enough clearance in the frameset, you should be able to find brakes that fit pretty easily. I'd be a bit surprised if the Rival brakes can't handle a 28, but I guess it's pushing it.
