I'm restoring a bike and I can't get this thing (what ever it is) to fit in. It keeps on popping out. How can I fix it?

Your picture isn't real helpful but it seems to be a cable adjusting barrel and is kept in place by the tension of the inner wire.

Agreed on both points. Once the brake cable is hooked up at the brake, this will stay in its proper place.

When I use the brake though, and let go, then it pops out.

Looks like the plastic is broken and that small cylindrical piece was once a part of the brake lever assembly.

If it weren't snapped off, it would stay in place. But the barrel adjuster looks like it's snapped off. You'll need a new adjuster and an easy out to extract the broken piece, Joeman.
