Bicycle Mechanics - Will these tires fit my Deep V's?

I'm getting the Mavic Yksion clinchers, 700 x 23c, will they fit on my 700c Velocity Deep V's? Also what does the 23 in 700 x 23c mean? That is the real reason I'm asking this question.

Also, I'm assuming these (http://www.specialized.com/us/en/ftb/tubes-sealant/650c-700c-27tubes/turbotalctuberoad) tubes will be fine?

23C is the width of the tire. Yes they will fit, it's a fairly standard road bike tire size.

Your deep vs will fit anywhere from 19-32. Maybe a little more than 32, but it is a stretch. The numbering on bike tires is a bit strange. There is no measurement any where on your wheel or on any 700 tire that is 700 anything, in any system And more than likely there is no measurement on that tire that is 23 anything.
Everytire that you buy for Veeps will need to be a 700 tire, when you go to a bike shop you will tell them you need a 700 tire and they will ask what width. That is what the 23 refers to. The bigger the number the wider the tire will be.

Yes, they will fit. But do not buy them. Ultralight tubes are mostly a scam. Ther is very very minimal weight saving(and on Deep Vs there are much better ways to lose it). But they have very real air leak, and are more prone to pinch flats.

Prone to pinch flats? No thanks. Last time I got a pinch flat I had to hitchhike back to my dorm Halloween night.
Should I go with a 700 x 20/28 or 28/38 tube? I'm assuming 20/28.
I wouldn't run 32c on Deep V's they feel really weird but other than that yeah they will work

I'm running 38mm tires on some old Galli rims right now (19mm outside width, same as a Deep V) and it feels great.

You are right, except for being wrong. ;)
THe '700' used to refer to the nominal outside diameter, in mm, of the wheel with the standard width tire installed. Although there is no 'standard' width for 700C tires anymore, so
THe '23' refers to the nominal width of the casing of the tire, in mm, when mounted on a rim.
The 'C' is present because there used to be 700 'A' 'B' 'C' and 'D,' which all had different rim diameters intended for use with specific tires to give an outside diameter of ~700mm.
