Bicycle Mechanics - What is this bolt and where can I get another? (part of a fender)

It's on the rear of a Civia fender. I know I can get one with the whole set of hardware, but I only need one. The one I have is stripped.

It's a pretty bad design as it has no way of tightening onto the fender stay, but rather just gives the fender stay a place to slide through and rattle around. I am interested in replacing it with something better (this portion of the mount, not the whole fender). So, two questions really - is there a technical/standard name for this part and - what could i replace this with that would tighten onto the fender stay and the fender?

ANother solution would be to find a washer or spacer with an inside diameter just big enough to slide the larger diameter of the both through, and either find a washer or spacer thick enough or stack up a few thin ones so that when you tighten the bolt underneath the washer tightens up against the stay instead of the bottom of the large diameter of the bolt.

Edit: oops - I didn't read your post caefully and missed the fact that it is stripped. But are you shure it is stripped? Or is it just the nut that stripped and left a bunch of material in the threads of the bolt?

I wonder if an eyelet bolt from a junked cantilever brakeset would be helpful.

I would check at your local LBS or bike Coop this type eylet bolt is pretty common bikes and you should be able to get one fairly cheap.

It shouldn't rattle. There should be a soft washer between the fender stay and the fender, which is compressed when the nut is tightened.

Also, since you're located very close to the headquarters of Civia: http://civiacycles.com/contact/ , I find it hard to believe they can't get you the correct parts without your having to buy a whole kit.

Re: the soft washer - when I started dealing with this I thought it needed a soft washer. Now that I look at the parts picture I see a soft washer. The bike did not come with this item.

Im already pissed at the shop bc the bolt that mounts the fender to the brake bridge had a stripped head.

Problem is the bike is two years old and I'm just now getting around to noticing these things. It got very little use the first summer and a lot more this summer.

The bolt is stripped. The nut was a stainless with nylon. As it slowly came loose the fender rattled against the threads and completely mangled them. The nut threads on but any resistance and it spins and spins.

Oh yeah, it's my wife's bike so I don't really get that much exposure to the rattle and she does not report it.
