Yes it is possible. Make an offer. All they can say is no. Check to see if other Terry dealers have it for less. Check to see if they have any non current year model of the bikes, etc.
Most shops will offer some sort of discount on the bike, or offer you discounts on accessories bought with the bike, so if you need pedals, or helmet, or shorts, etc. think about that too.

I'd start by asking if they're firm on the price or if there's room to move. That way I don't waste my time trying to do numbers if they're already bare bones on what they can do.
How hard is to ask for $50 or $100 off? They are not going to move more than that I would bet, unless it is old stock.

If your planning on paying cash, I'd at least ask them to knock off $100.
The visa transaction fee alone on a $1,200 purchase will be about $40....so if you offer cash, you're really only asking for a discount of about $60 on the retailers net.

It's always possible. The question is how much are you willing to walk away from the bike vs how much does the LBS need to sell it? LBS's often don't make much profit on the bikes themselves and make the money on the accessories.
The fact that it's last year's model, may prompt them to negotiate to get it off the show floor. However, the MSRP on the 2011 model is $1,499. I'm guessing that the dealer has probably already dropped the price close to what they can and there won't be much wiggle room. But if you are picking it up on Wednesday, it sounds like the deal has already been struck. Tell your mom the MSRP and how much you are paying and she'll be satisfied.
I did a little more looking and found that Olsen's Bikes (http://olsonsbicycles.com/deal-of-the-week-2011-terry-tailwind-only-749/) has a 2011 for sale for $749.00, so if you're near Forest Grove, Oregon, you might drop in there or at least show your LBS a printout of the page. That should give you some leverage.
