Singlespeed & Fixed Gear - Fuji Fixie - Thoughts on a decent offer

the bike seems like it needs a bit of fixing up but I don't know the ballpark of repair costs. Could any 1 give some estimates as well as a decent buy price?
I noticed it is missing rear brakes... which is odd...

Very much so. Pump included is cool, but way overpriced especially considering it needs "tubes/possibly tires". Those alone could run you another $100 depending on what you buy. Not having a rear brake is actually very common on fixed gear bikes. And I wouldn't use the guy's lock if I were you. Buy a new one to make sure some dude isn't carrying your spare key around.
Does 250$ seem like a fair price? or is that too low/high?
The highlights of that bike are the cranks and wheelset. Ask him for proof that it's a fuji or try and ask what year and do some research just to be sure it's a fuji. Because there aren't any signs of it being a fuji.
That fork... Do you have a better picture of the dropouts? I'm thinking it looks like a Ross... But maybe Fuji did that too. Or maybe I'm seeing things.
