Anybody know of a hi-viz jacket w/ reflective bits that an 11 yr old could wear riding to middle school?

You might want to think about getting a good jacket, and a separate reflective vest or something, if you child will wear it.
Otherwise, you might have to look to europe for solutions: http://www.brightkidz.co.uk/ as most American's idea of child safety is just strapping them in a car.

You can also buy reflective tape and stickers. Maybe if you get your kid to help with the application, they'll wear it happily (depends on the 11 yo, I think). You can also get them in different colors, so you could do something tone on tone that would show up primarily when reflecting, if your kid preferred.
