1960frejus

Hi All :)
Just recently began a new journey again into the wonderful world of cycling.
I just purchased a light weight Frejus, tubular tires in really nice shape. Upon receiving the bike, it came partially disassembled. The bars, front wheel, seat, and front brake were off for shipping purposes, as was the skewer for the front wheel.
My question concerns the spring that's on the front wheel skewer.
Where do we mount the spring?
On the stationary side or at the tightening end of the skewer?
How is the skewer installed on the skewer, and tighten on the wheel?
I would appreciate it very much if some of you will either show me or give me instructions, or an easy or special way to mount your wheel on your bike via Skewers.
I am very busy catching up with the assembling and repairs of bicycles. Back in the day, and there's no better place to learn than here, because I'm investing in a few vintage bicycles, and already have two Frejus, what could be a steal frame with clinchers, the light weight 531 Reynolds frame with tubular tires and campy hardware, and a 1950 Schwinn Phantom, pearl white and black.
Thanks with any help in assisting me to learn how to properly install my skewer on the rim... Happy Trails...
