No, that's a delivery guy.
I've seen delivery guys delivering food every single day, including through the storm. They might not have the mystique surrounding them that "real cyclists" or "messengers" do but they're out there more than anyone else on their dept. store bikes 24/7. You gotta give em credit.
Whn i was stuck in RI shoveling, i see this pizza place deliverying when the weather is horrid, ehh lazy people of today ;)
