I want to repair my frame so I have to paint it again. And that means I have to remove my stickers. So I thought maybe I could paint a name instead of having a stickers.

I mean how they are making decals on cars? Do they take this kind of tape (http://www.bswtape.com.cn/upload/Cn_Product/2009121115534018588.gif) and then cut it or some other way?

Haro probably used stickers for that scheme.
To paint it, you'd shoot the red, cut a mask and stick it on, shoot the black, cure, pull off the mask, and sand and clear. What tape you use is up to you, they all work to some degree, but I like using a vinyl tape and/or mask because it gives me the best edge.
