Bicycle Mechanics - Putting my "new" bike together. Need help with these small parts.

I recently won a vintage road bike on Ebay and they had to ship it partially taken apart. I think I got most of it figured out except for the parts in the pic below. They were all placed together on a screw in piece of the front wheel pipe that connects to the frame. I'm just trying to figure out where they go and in what order.275256

Can't tell for sure from the photo, but here goes.

1- the ball cages go on the two conical parts in the same orientation they're in now.
2- Then the plain cone (2nd from top) goes on the fork, press it on using a piece of 1" water pipe as a slide hammer.
3- the lower cone and it's ball cage is inverted and threads onto the fork.
4- the keyed washer is next, and the locknut is last.

That's the basics, search the net for a tutorial on headset assembly and adjustment. Don't forget the grease.

Since the ball bearings are in a retainer, you need to put them in the right way up. If they are upside down, you should be able to tell by hand that "something ain't right" as you feel scraping & binding. They will spin nicely when inserted the right way. Check by feel before you tighten things down.
