It's a hybrid cruiser. If you want to know who made it, you need someone with better eyes than mine. :D

Looks like they modified a full suspension Mountain Bike, with street tires

Next time you see them ask what brand of bike they started with.

That looks like a dual suspension 26er. I didn't think hybrids came with full suspension or 26 inch wheels.

It's not a hybrid. It looks like a Trek unified rear triangle dual suspension mountain bike. Not sure of the year. The Manitou Axel says from the mid 2000s
