Hello, I was wondering if a star fangled nut should be installed to a certain depth in the steer tube, or if it could sit just below the top of the tube? Thanks for your replies.

Top of star fangled nut about 5mm below the top of the steerer will be fine.
DO NOT install a star fangled in a Carbon Steerer - they need special topcap/clamping mechanisms.
There's a Park tool that sets the nut at the right depth for you. It's like $8 and well worth the money.
Considering that having a shop put it in is $5 and it's not something that has to be done regularly I hardly see the point.
For a $3 difference, it's mostly the choice of whether you want to do it yourself or pay someone.
