i've got some new wheels on the bike, and the rims are running true. but the tires... yikes! they're quite a bit out of true!
to what degree is this normal? to what degree should i be concerned?
is it time to replace the tires? or should i keep running them until the tread is worn down? or other signs of terminal wear?
the tires are schwalbe marathon kevlars, 700x35. i've been running them for almost three years on my commuter. there's still good tread left on them, but they have seen a few big punctures early on, and one or two tiny shards of glass have worked through since then.

Are you sure that they are 'out of true' or just not seated correctly?
Have you tried over pressuring the tires to seat them fully, and then reducing the pressure to it's correct level to ride on?
Replace if there are any signs of the cord casing failing or if the rubber has worn through to the cords. Otherwise keep on riding.

Are you sure the bead is firmly seated in the rim hook all the way around and you don't have a pinched inner tube interfering with it?
Some of my Schwalbes are a bit irregular, but not enough to worry about. I've seen far worse. Some Kenda tires are very non uniform about the circumference and give the appearance of a wobbling wheel even on a perfectly true wheel.
the markings on the tire adjacent to the rims seem to be uniform distance from the rims, so i'm inclined to say:
1- the tires are seated properly, and
2- the tubes are not pinched
tread is good and cords are not showing.
Fat tires can have a bit of wobble to them. Most important is to check that the beads are properly seated uniformly around the rim. There's usually a line on the tire near the rim that should be evenly spaced from the edge of the rim all the way around. Sometimes with new tires you need to inflate them to a bit higher pressure than your normal running pressure (but not over max rated) to get the beads to seat and then bleed the pressure down to your usual.
Of course getting a tube caught/pinched between a bead and rim can cause the tire to wobble too, and can lead to a blow out.
I'd also inspect the tire carefully looking for torn cords, significant damage, or seriously deteriorating rubber.
