This is old, and pretty much dead. I don't recall the exact details, or names, but pretty much the guy who controls what goes to the 'floor' for a vote has said this has no chance of even coming up for debate. Mostly it's political posturing by this councilwoman in response to a different bill. The other bill would require businesses and possibly apartment buildings to have secure, indoor bicycle lock anchors/store rooms.
I *think*, and someone please correct me if i'm wrong, that she somehow has control or can block this second bill. Pretty much she said if you want the second one up for debate you have to do the same for the first one. My grasp on NYC politics is pretty fragile, so if anybody has details on this, feel free to step in.

This councilwoman is fairly rabidly anti-cycling and has lobbied to have bike lanes removed from her neighborhood and to restrict cyclists' rights in NYC. It plays well with the SUV driving crowd i guess, since she's still in office.

Ubie, you're exactly right.

She has control over the bike parking bill because it has to go through her committee and she'll kill it there.

the bottom line is that as a cyclist & a citizen, YOU must voice your opinion to your local city council, gov't,etc. If WE,as cyclists, don't speak up when issues like this arise, laws are crammed down our throats. This can happen regardless of where we live. I believe there is a small article about the NY happenings in the latest issue of
Bicycling mag. A couple of years back here in Texas a bill was proposed to ban cyclists from certain rural, county roads. With a massive e-mail,snail mail campaign & the help of the Texas Bicycle Coalition, the bill was killed.
