I was tightening the bolt on top of the fork steering tube and the plastic topper cracked. The fork is a suntour xct v4 80mm .I'm guessing the tube is steel or aluminum.
Is that bad? If yes, what should I check for?

If it's just the stem cap (sounds like it), just replace with with a new one, If the fork / (a)headset are correctly installed, the topcap shouldn't even touch the steerer. The stem cap is part of the headset, and not the fork, it's used for preloading the headset bearings.

If you have your bearings set and stem tightened you can throw away your top cap. Get a new one if/when you ever have to remove/replace your stem again for any reason.

Since you are getting a new top cap, may as well get the aluminium ones. It doesn't break as easily and they come in colors to match your bike or the components.
