is this just pressed in? I have access to a drill press and a hydraulic press too. i am thinking drilling is the key?

Would that be something a LBS could easily fix? or atleast would they have something to replace it if i could get it out myself?

I need to just use a torque wrench or something when i do these, i always want to tighten the heck out of them!

It isn't pressed in, but doesn't turn. It has a side-flatted shape, (like a race track) and should be free sliding so the nut can draw it in. Odds are it's simply bound by corrosion, and you should be able to tap it out with a punch.
