The Don Walker article is just splitting hairs. A half a degree of headtube angle and a few mm of fork offset aren't going to have much real word difference. The differences are so minor, whatever he is talking about is only applicable to his theoretical 55 cm frame.
I certainly have personal preferences (that are based on a mixture of performance and aesthetics) but there is no single best geometry for different track events.
