It looks like homemade 4-wheel scooters? Can't tell much from the picture.
A normal bicycle wheel is made to be supported from both sides. If you make a 4-wheeler using those wheels and axles, you'll need some kind of support on both sides if it's homemade- and that's the bars that loop over the wheels. If it was factory-made, they'd have a stronger axle and just support it from one side.
My guess: Someone lived next to a long hill and made these up so the kids could coast down it.

Looks kinda like theyre designed to flex torsionally to steer.
