Hello,
Does anyone know if you can use the Winwood Instep Adapters with Time pedals? if not is there anything similar I can use?

As far as I can tell, the Winwood inserts come in two specific models, SPD and Look. I have a pair, and they work fine though I use them MUCH less that I thought I would, like a couple of times in almost a year. It occurred to me that a couple of blocks of 3/4 inch plywood would work fine with any cleats you want to screw onto the bottom. You could position the cleats a little off center fore or aft to make the platforms hang toe down or heel down according to your preference (toe down would be the norm). The thickness of the plywood would significantly shorten the effective crank length. If you are just running errands this would be pretty much irrelevant. If you are going farther you would probably be using your shoes anyway or you could raise the seatpost to compensate. If you really wanted to get fancy you could put some Power Grips on or make a reasonable facsimile with a couple of lengths of used tired. There's no reason why you couldn't use some other material like aluminum plate or high molecular weight plastic if you have the tools to work with them. Plywood would just be practically free and all you nee are a saw and a bit of sandpaper to smooth the edges and corners. Heck, you could even paint them to make them to match your bike. How about making a couple of pads out of pieces of old tire to screw on the platform to provide some traction. The possibilities are endless and all cheap!
