Looking for suggestions for fenders you've had success mounting with caliper brakes and tires around 28c in width. Feel free to share those that had to modified too.

I had these on my former commuter:

They worked well and survived the crash that totaled the bike. It was a road bike running 700 x 28 tires. Here it is before the crash:

too much guessing is required, go talk to people who can see your bike in the LBS..
what is the reach of the brakes ? are there mudguard eyelets on the frame? IDK.
Edit, those mentioned below are made to fit race bikes that had no one thinking
that there was a winter season..
or expecting the customer to have another bike set up for the winter..
there are also elastic mounted partial mudguards from Esge SKB..
Berthoud has some Carbon Fiber Mudguards .. Bruce Gordon offers some too.

SKS P-35. I have 'em on two bikes.
But as feitsbob suggests, it's a case-by-case basis. In my case, I have bikes made for 28s with fenders and they use 57mm reach brake calipers (Shimano BR-650). I just unbolt the brake, slide off the one washer, slide on the fender mount, and bolt the brake back in place. It's not something that's gonna happen if your bike is designed for 23mm tires, no fenders, and 49mm reach brakes.
I wouldn't suggest the Crud RoadRacers for a commuter BTW. I have 'em on a roadie, and they're fine for that. But besides being very narrow, they are frail, and I don't think they're up to the daily commuting challenge, let alone abuse from parking in a rack.
If you decide to try them, I've found they're not really removable on a daily basis. They're more for a mount-in December, remove-in-March application. The bugbear is the zip tie around the brake bolt. I haven't figured out a way to get it tight enough so the fender doesn't ride on the tire, yet loose enough to get any sort of cutting blade between it and the brake bolt. I always have to remove the brake to get the silly zip tie off.

Little strips of Velcro. I bet if you dig around under your desk at work,you'll find a couple strips the right size on the cables for your computer/phone.
