What model of bike did you get from the LBS again? It should have that info on the product overview page on the manufacturer's website. However, just Googling your shock and then landing on SR/Suntour's website and looking at the details for the fork, it looks likes it has pre-load adjustment for the coil spring, but doesn't really fully lock.

If there's a lockout,it's almost always on top of the right fork leg. Look and see if there's something that looks like a lever or switch.

on the felt website they say my felt none flow has a lock out but i dont see it

From looking at the manual (page 11) it appears that the lockout is on the right side - black knob with a little green dot (though yours looks a little different based on your pics). When the tab is rotated forward, the shock is unlocked, and when it is rotated back, it is locked.
Try it out. Twist the knob. If it is the lockout it should have two positions - essentially "off" and "on". twist it. If the knob hits an obvious stop within 1/2 turn or so in either direction, that is probably it. Try one position, push down on the bars to compress the fork. if it feels springy, the lockout is off. If it feels firm and does not want to bounce, then you are locked out.

see there is no knob im starting to think the shock i got isnt the one that should be on the bike.Do you think the bike store pulled afast one on me?

It looks like there is a knob. The thing on top.
If in doubt, take it to the shop and ask. that's one of the cool things about a LBS purchase is support and assistance on becoming familiar with your bike.
Here is what I see:
Based on the notched baseplate, that might be an adjuster for dampening or rebound rather than a lockout (but I am not sure of that). Try it and see what it does. Is there something on the other side?
On a side note, don't zip tie the wire on the stanchion (the smaller diameter tube of the shock) - instead, limit it to the crown and the slider (the big, lower tube), with enough slack to allow the shock to fully extend without pulling on the wire.

yeah that know has a dial on it one way says minus other plus i tryied to turn it it clicks id say there is 5 or more postions.i asked local bike store and they said sometimes the specs on the bike will change

Ahh, okay. It is most likely your dampening adjustment. If you find that the fork does not actually have a lockout, twist that to the + until it stops, and that will be the stiffest setting.
Check the top of the other side - anything there?
It is worth checking with the shop, if you find the fork does not have a lockout. Say "ummm, the specs show a lockout, but this does not have one. I need to lock out for my paved riding and thought the bike had one." You may get a fork swap out of the deal.
If you have no intention of riding in the dirt, it is a good opportunity to swap for a rigid fork.

ill probaly just set it to high i got a great deal on the bike we payed less then i thought we payed 420 plus taxes

Probably the stiffest setting will work fine for what you need. I do this on my MTB and the fork only compresses on potholes or riding off curbs but otherwise behaves more or less like it is rigid.

Def no lockout in that pic. +1 on fixing the wire. Manufacturer's websites aren't always 100%;I'd check to see if the shop has any others of that model and see what their forks are.
