Noob here. I have FSA energy cranks and would like to remove them. Do I need any special tools for the dust cap?It has an arrow going counter clock-wise and 6 small holes on the outside.(dont know if that helps)

more likely a self extracting cap but to remove it you need a pin spanner

According to the FSA tech docs, that is a self extracting bolt. you do not remove that pinned cover to remove the crank arm. A hex wrench will remove the arm.
Yes, you leave the ring in place. The crank bolt has a flange behind it so it pulls the crank off when the bolt is backed out.
Self extracting cranks have come into and out of favor over the years. They work fine 99% of the time, but are a royal pain when they don't. Keep yours working well by adding some oil between the bolt and the ring before pulling the crank. This will lubricate the back of the ring where the bolt pushes as it turns.
