Alt Bike Culture - poliscar:=HPV "tank"

OK, this is not a bicycle. Once built, it is still not a bicycle or tricycle.

This is an image for a "mobile, urban homeless shelter". The "hull" is made of a heavy fabric.
This is basically an urban "tank" for the homeless as originally purposed and designed for Chicago and NYC. Outside of the U.S., and in the Gaus of New York City and Chicago, where the casual carry of sidearms is prohibited, this might work since it only needs to stop a baseball bat.
In Texas where the carrying of firearms is accepted by our national/state constitution, this would not work as it has heavy fabric sides. Not quite enough armor.

HOWEVER... as a cycling exercise...

In the "alternative bicycle universe" proffered by this thread, this image offers the interesting idea of building an "armoured" (fabric, visually armoured, think Lord Fisher) or armored (think Panzersonderfahrradwagen) quadracycle. I would wonder if this image and idea would inspire somebody to build a quadracycle designed in which to sleep.
Otherwise, the idea of an HPV "tank" with whatever armor is both deemed feasible to its given mission (defined by the builder) and capable of being moved by human limbs is still interesting.
If merely fabric as a Microwohnwagen (another Bike Forum thread introduced this concept), this is rather possible.
On the other hand, I have been trying to figure out whether or not an NIJ Level IV vehicle would still be able to be human powered.
It is tempting to build a Panzersonderfahrradwagen just to prove that it would be capable of being NIJ Level IV and an HPV.

If you Google "poliscar" and eliminate the hits for "police car", you will find the article about the "people's car" and its urban homeless shelter concept. I did not make up the Microwohnwagen or poliscar concepts. I'm not that bright.

there was a feller in california some years back who created plywood shelters for the homeless that slept one.
tried to sell them to the city for $600 (including a battery light). no sale.

The problem I see is that what you really need is a toilet and a shower, not just a bed, so there's not a lot of benefit to something like this. You need property, too, not just a mobile home.

There's plenty of old junk non-running cars out there. Just park them at strategic places and you have a better shelter than this.

Here's a drawing of it. It dates to about 1991, so I guess the idea isn't catching on too rapidly.

The following is a translation of the description from Polish to English.

Name of this vehicle is explained from greek word of policy – state -city, which (who) concern for place not so many (so much) < rear >, what for co-conclusory community of free citizen, it reigns in which (who) mutual protection right < law (as of right) > and custodies (protections). – Poliscar stożkowaty, Vehicle czterokołowy, it has been furnished -information with equipment communication, which (who) had to assure (to provide) mutual communication between homeless. Contact had to intensify social attachment (tie) behind assistance between homeless Poliscar, bring up level of (horizon of) safety due to capability mutual to transmitting (to being suitable) caution and advices. In intention Poliscar, just as homeless vehicle, fact of homeless excluding underlined from society, participation (quota) enabled in social life simultaneously.

Considering that most homeless are mentally ill or drug addicts/alcoholics...I don't like the idea of them being on wheels. Back in NYC, what I'd see some or 'em doing with shopping carts was bad enough.

Then they'd be killing each other to take someone else's camper....or selling them for a fix.
