a valve stem issue went to clean the bike and noticed that the tire was flat. Changed tube, out of curiosity I reinflated bad tube and held it in water, the leak came out at the valve, same spot as every other Kenda tube I have ever had flat on me, presta or schrader. This was my 6th flat this year, in the exact same spot, different batches of tubes as well.

I think hes talking about the valve stem rubber getting eaten by the rim...

No, this can be fixed.

Check the hole that is drilled through the wheel, the edge where the hole meets the inside of the wheel is probably a sharp corner. Get a small rattail file and carefully put a nice bevel on the edge. Also be sure the rim tape covers everything well around the hole.

If you are using presta valves in a Schrader hole in the rim:
They sell rubber washers to go over the valve inside the wheel, and cushion the valve against the wheel.

They sell a little nut (NOT a presta Schrader air adapter) that replaces the presta nut and has a shoulder on it to keep the presta valve in the center of the Schrader hole.

Around here many bike shops don't have either of them. You can always make a washer out of a thick tube. You just need to keep that part of the tube protected.

If it's a Schrader valve you may have to file out the hole a little and bevel the edge too.
The valve stem should fit in easily. Take a good look at the wheel where the tube is being damaged.

I got a "good deal" on some tubes from Nashbar or Performance last year. Two or three flats a week, plus constant slow leaks. Slowly, my dim brain figured out that almost all of the flats had to do with valve problems: slow leaks, or instant and total valve failure when hitting potholes, or ruptures at the "seam" between the base of the valves and the tubes. The valves were failing in every possible manner that a valve can fail.

So, I decided to pay the "big" dollar for some Continental tubes. I can't remember the last time I had a flat. And not ONE valve failure. (Gotta find some wood to "knock on").

I had a couple valve failures with continental tubes, the valve stem pulled out when taking the pump head off of it, both the same way.

Continental Schrader valve stems are made out of metal and not rubber. I once had a set, but I can find normal tubes for alot cheaper.

I've had the same problems with my Kenda Kinetics before; I would have to refill it with air every week or so, then I bought a set of tubes that weren't kenda and they haven't deflated ever since.

When you say it came out at the valve, do you mean on the rubber of the tube where it connects to the Valve? If this is the case, then look at the valve hole in the wheel. I had this happen on 3 tubes when I changed to prests on a Schraeder wheel. A bit of emery around the hole to take the sharp edge off and it was fine.Hate to say it but in the UK Kenda is not a quality name. I would look to a better named tube.
