Just picked up a pair of them dirt cheap at REI's clearance sale. I tried them on afterwards, and they aren't tights at all. They are pretty baggy. Are they supposed to be that way? Are they more effective or less effective than normal tights?

I have a pair also. I bought oversized and wear over my shorts or long tights in the winter. They do work well to keep you warm and are comfy.

I think in order to work effectively they must be tight to transfer the moisture away from your body. I bought some Columbia tights which fit the same way--they didn't work nearly as well as the Reebok Hydrovent tights which I've had for two seasons. If the Reeboks are a 10, loose fitting Columbias are a 2.
