Is it possible that you mean Mercian, the British bike builder? Here's a link to their homepage. Hope it helps: http://www.merciancycles.co.uk/gallery.asp

Mercier is an older French make, made perhaps most famous by Raymond Poulidor. To tell the difference between a Mercian and a Mercier, check the threading on the bottom bracket. 35x1=Mercier, assuming it is vintage-- there are newer, Chinese made Merciers out there as well. If unsure, check.

Decals? I guess pray they show up on ebay, other than that I'm not much help. Or get a screen printer to make you some (I keep meaning to try this myself).

On Ebay there are guys who will make what ever you want if they dont have it in stock. Try The Decal shop for a starter. 99
