Not sure what it would be worth but it is a cool looking bike. You might have better luck on the classic & vintage forum.
It's only worth what someone is willing to pay for it. We'd buy it an ride it.

Reading, PA.... not Redding.
Relay was only in existence from 1894 - 1899 which was not unusual for many of the hundreds of small companies that produced bicycles around the turn of the century.
As for the value, you probably need to check with someone like Sheldon Brown (CaptainBike@SheldonBrown.com), Larry Black (ABikie@aol.com), one of the bicycle museums, or auction houses.
Bikes & tandems of that vintage can go for anywhere from a hundred dollars to several thousand, depending on the condition and/or quality & accuracy of the restoration as well as the prominance or history and any supporting documentation. There was recently a poster here who came into possession of an early 50's Schwinn Paramount track tandem that had a very unsual frame design which, despite some modifications somewhere along the way, turned out to have a very interesting history. The historical information and photos of the bike being raced back in the day would certainly be expected to increase the value of the bike but, for how much, only the market will determine that.
